Landgate Customer Update: Changes to Verification of Identity process for Self-Represented Parties effective 10 February 2025
As previously mentioned in Customer Information Bulletin 435, released in December 2024, changes to the Verification of Identity process for Self-Represented Parties will come into effect next week.
As these changes are specific to Self-Represented Parties undertaking Verification of Identity, we do not anticipate major impacts to the services provided by industry professionals.
As part of the revised process, Self-Represented Parties will still be required to undertake face-to-face Verification of Identity with a participating Australia Post outlet under the Registrar and Commissioner of Titles’ Joint Practice for Verification of Identity.
However, several other key changes will come into effect as of Monday 10 February 2025, including the following:
- A Verification of Identity Statement will no longer be provided by Australia Post to the identified party and is therefore not required to be lodged with land transaction documents.
- The identified Self-Represented Party will need to complete a statutory declaration for each specified land transaction document they intend to lodge with Landgate for registration or noting.
- Australia Post will provide the identified person with a receipt containing a unique TSP reference number upon payment of the fee and completion of the VOI. The receipt number will need to be referenced in the above-mentioned statutory declaration.
- Persons who can only satisfy Category 5 Identity Documents under the Verification of Identity Standard, will be unable to represent themselves in a land transaction.
- The Land Title Verification of Identity – Self-Represented Party (Western Australia) Form which needs to be completed by the Self-Represented Party prior to attending a participating Australia Post outlet is now available on the Landgate website.
- The Registrar and Commissioner of Titles Joint Practice: Verification of Identity and Authority. Paper Based Transactions has been updated to include the Australian Evidence of Immigration Status Immicard and Australian Migration Status Immicard to align with the national standard.
Please be advised that a Verification of Identity Statement issued by Australia Post prior to the commencement of the new process will still be valid for a period of 12 months from the date of issue, after which the Self-Represented Party will need to comply with the new process and requirements.
Landgate continues to recommend all persons who intend to conduct a land transaction on the WA Land Titles Register obtain the services and advice of a qualified industry professional.
